LRSD Re-Entry Plan during COVID-19

Although in-class learning remains suspended, the Manitoba Government's Restoring Safe Services: Phase 2 plan allows the limited use of facilities at schools beginning June 1. 

As we prepare plans and protocols to welcome students into schools in June, ensuring the safety of our learners, staff and the community remains a top priority. School divisions from across Manitoba were asked to complete a Re-Entry Plan for Limited Use of Schools during Restoring Safe Services: Phase 2. The plan identified four areas of preparedness:


  1. Institutional
  2. Learning
  3. Student and family
  4.  School staff 

After completing LRSD's Re-entry Plan at a divisional level, school principals were asked to bring staff together for preparedness planning at the school level. School principals are submitting their school-specific Re-Entry Plan to their liaise assistant superintendent. That plan will be reviewed and approved before schools can begin scheduling purposeful student meetings

1. Institutional Preparedness


Measures that LRSD will implement to ensure building preparedness and compliance with Public Health orders:

  • Signage on entry doors to alert staff, students and visitors "Do not enter if ill" and "Access to the school building by appointment only"
  • Additional Safe Work Procedures:
  • Signage about proper hygiene & physical distancing within the building at highly visible locations
  • Adequate supplies to support healthy hygiene behaviour and augmented cleaning schedule
  • Training staff on all safety protocols
  • Physical barriers (sneeze guards or partitions) and markings for traffic flow within buildings
  • For June, with limited access to the building, we will not be installing barriers and traffic flow markings, but will be considered for the beginning of the 2020-2021 school year
  • Coordinating return to school procedures with on-site daycares
  • Limited use of water fountains/washrooms
  • Designated isolation room in each school, in case a staff or a student feels unwell in school


Scheduling principles:

  • Teachers (or staff working with a student) will schedule visits to school using a shared calendar system and escort students in and out of the school.
  • Schools will have to deploy a scheduling system that takes into account the permissible number of people (students, staff, parents, delivery and maintenance personnel) at a given period in the day.
  • Schools will have to employ staggered entry & departure times to avoid crowding at the entrance and on transit buses.

 2. Learning Preparedness

Student assessment activities:

  • Schools will prioritize attendance of students who:
    • Have not engaged in remote learning
    • Require additional academic, transition or social-emotional support
    • Require assessments (either academic or clinical) that cannot be conducted remotely

  • Other activities may include:
    • Ensure students in grade 12 have met all graduation requirements
    • Conduct Early Years Evaluation – Direct Assessment for students entering kindergarten
    • Conduct assessments to create recovery plan for students requiring additional support in the new school year

Transition activities:

  • Teachers coming together in June to plan for transition to June and to the new school year
  • Plan for students requiring additional support to transition back to school
  • Creation of transition plans and social stories to support students with additional needs

Additional programming:
  • Vocational on-site work completion
  • Socio-emotional supports
  • Mental health supports for students and families

3. Student and Family Preparedness 


Plan to reach vulnerable students who have not been engaged in remote learning:
  • Students who have not engaged in remote learning have been identified throughout the division.
  • When school teams have been unsuccessful in establishing contact, clinicians have been liaising with external agencies to conduct wellness checks. 

Communicating re-entry plans to students and families:
  • Ongoing communication to parents and staff via email and website.
  • Continued engagement of parents and students by way of their through the ongoing relationship with teachers and principals.
  • Survey families to monitor the LRSD Re-entry Plan and to build community preparedness for the return to school in 2020-2021.

 4. School Staff Preparedness

  • We have been collaborating through surveys and meetings with staff in the development of plans and implementation of these plans and protocols in June.
