Governance Policies

"There is a growing evidence base that supports the position that board-governed school districts contribute to successful public education systems." - Sheppard, Galway, Brown & Wiens. (2012, p.1)

Governance matters. Every four years, the citizens of Norwood, St. Boniface, and St. Vital elect nine individual trustees who form the Louis Riel School Board. The LRSD School Board is responsible to the greater community for the Louis Riel School Division (LRSD). It is under their governance that the LRSD is charged with developing caring, literate and capable young people who are engaged in their learning, are developing their capabilities to take advantage of all that is available in our society, all while each and everyone of these young people pursue the common good.

The collective work of the LRSD Board comprises of the following:

1. Maintain a compelling Vision and continually connect with the community

To be actively aware of trends, issues, and opportunities that may impact LRSD, and to establish practices that will allow them to be regularly attuned to the aspirations, the hopes, and the fears of parents and other members of the greater community. As a result of this ongoing work, the Board is to maintain a compelling Vision, Mission, and priorities that drive the work that is done in LRSD.

During Board meetings held the first and third Tuesday's of each month, the LRSD School Board will discuss presented research concerning developments in education as well as trends, issues, and opportunities that may impact the community into the future. Through the Community Connections Committee, members of the LRSD School Board will also host large-scale community meetings as well as arrange to meet regularly with parent councils, community groups, and members of the business community in order to be attuned to the hopes and aspirations that are held for our students and the larger community.

2. Direct the work of the Superintendent

Through LRSD School Board policies, to clearly direct the work of the Superintendent of Schools with a clear expectation that ongoing progress is made towards the Vision, Mission, and priorities they have established. The Superintendent and Divisional Leadership Team use a number of Administrative Guidelines to orient many of the decisions that are made throughout the Division on a daily basis.

It is through the Outcomes and Executive Limitations policies, the LRSD School Board clearly articulates the work that they expect of the Superintendent of Schools. Through a comprehensive schedule developed annually, each of these policies are reviewed and if required, modified to meet changing needs as informed by evolving legislation, socio-economic developments, and feedback gained by the Community Connections Committee.

3. Monitor progress in all aspects of the work in LRSD

In order to be in compliance with each of the LRSD School Board's Outcomes and Executive Limitations policies, the Superintendent of Schools is required to provide written interpretations and monitoring reports that provide appropriate quantitative and qualitative evidence of progress aligned to each of the policies. These reports are provided in accordance with schedule developed annually.

The LRSD School Board Governance Model

The LRSD School Board works within a strategic governance model containing 36 written policies, based on a consistent set of principles and values, and offer a logical framework and processes for us to govern with excellence. Our continued attention to these written policies enable us to lead, direct, inspire and monitor the outcomes and operations of LRSD.

Our policies are grouped into four categories, each serving a distinct purpose. Two of the categories of policies articulate the work of the LRSD School Board while the other two identify the work of the Superintendent.

Board-Related Policies

1. Governance Process

These policies define the actual work required of individual trustees and the corporate Board, how the work will be carried out and monitored, and the Board's expectations for their individual and collective behaviour.

2. Board-Management Relationship

These policies define how authority is delegated to the Superintendent, its only employee, and how the Superintendent's performance will be monitored and evaluated. These policies also inform how members of the Board should interact with LRSD staff.

3. Executive Limitations

These policies speak to all of the educational and managerial work carried out in LRSD on an annual basis. These policies define the clear boundaries of legality, prudence and ethics within which the Superintendent and staff must operate. They are constraints on the Superintendent's authority on all operational activity and decisions. The Superintendent must provide regular reports in response to each of these policies on dates determined by the Board.

4. Outcomes

These policies describe the Board expectations for student learning and development. These policies are aligned to the Board Vision, Mission, and the main priorities for student learning and development, and form the main foundation for evaluating organizational and Superintendent performance.
