Backgrounder: Understanding Manitoba School Funding Ahead of Budget Deliberations

Over the past decade, provincial funding for public schools in Manitoba hasn't kept pace with rising cost and growing enrolment. That means more students, but fewer resources per child.

From 2016 to 2021, many school divisions received little or no increase in operating budgets—even as costs like salaries, transportation, and technology rose. To keep classrooms running, school boards have had to raise property taxes or make tough choices about staffing and programs.

Recent funding increases are helping—but they mostly made up for past shortfalls. We are still working hard to protect class sizes and support staff to support student achievement and wellbeing.
