Addressing Enrolment Pressures in LRSD's Southeast Quadrant

As we continue to hear from our community about the potential solutions to enrolment pressures in LRSD's Southeast Quadrant, we want to reiterate our commitment to continuing this dialogue with all families who are potentially impacted. This includes families having chosen the French Immersion program in the Collège Béliveau Family of Schools, families residing in Windsor Park having chosen the English program, families living in Southdale and Southland Park with children attending Shamrock School, families living in Sage Creek, and families in the J.H. Bruns Collegiate Family of Schools.

The Louis Riel School Division has been having these important conversations and finding achievable solutions since the inception of Sage Creek in 2005. More opportunities for dialogue will be scheduled in the weeks and months ahead.

On Wednesday, March 23, more than 140 community members joined Superintendent Christian Michalik for a virtual Town Hall that addressed enrolment pressures in the Southeast quadrant of the Louis Riel School Division (LRSD). View a full recording of the presentation here.

Addressing Elementary Enrolment Pressures for the 2022-2023 School Year

Throughout the presentation, Superintendent Michalik highlighted the continued pressures and solutions in the Sage Creek community, specifically regarding the Grade 6 English program students residing in Sage Creek, but temporarily attending Shamrock School. He also discussed future considerations for the Collège Béliveau, J.H. Bruns Collegiate and Windsor Park Collegiate Families of Schools.

LRSD has been lobbying the provincial government for a second elementary school in Sage Creek since confirming the École Sage Creek School (ÉSCS) project in 2013. ÉSCS opened its doors in 2017. Demographic projections shared with the community and the province at that time clearly indicated the need for a second school by 2022. The accuracy of these projections has been substantiated by current enrolment data.

The provincial government authorized LRSD to purchase 7.22 acres of land at the southeast corner of Warde Avenue and the extension of Robert Bockstael Drive. LRSD continues to make the case to the provincial government to authorize and fund the design and construction phases of the project.

As we await construction of a second school, a number of temporary accommodations have been necessary for the Sage Creek community, notably:

  • Offering the French Immersion program and English programs in the same building.
  • Having Grades 7 & 8 students attend Collège Béliveau and Windsor Park Collegiate (beginning in Sept. 2019).
  • Having Grades 5 & 6 English program students attend Shamrock School (beginning in Sept. 2020).

Based on the current and projected enrolment pressures at ÉSCS and Windsor Park Collegiate, LRSD is proposing:

  • THAT the Board approve the temporary change to the catchment area for Shamrock School to include Grade 5, 6, & 7 English Program students residing in Sage Creek in 2022-2023; and,
  • THAT the Board approve the temporary change to the catchment area for Shamrock School to include Grade 5, 6, 7 & 8 English Program students residing in Sage Creek in 2023-2024 and until a second elementary school in Sage Creek opens its doors.

This proposed accommodation was made possible because of the changes to the Island Lakes Community School and Shamrock School catchments implemented in September 2021.

This recommendation will be brought forward as a notice of motion at the LRSD Board of Trustees meeting on Tuesday, April 5.

Addressing High School Enrolment Pressures in the Longer Term

The LRSD Board of Trustees and its Senior Leadership Team (SLT) have considered the demographic trends in the Windsor Park Collegiate, J.H. Bruns Collegiate, and Collège Béliveau Families of Schools catchments by studying:

  1. achievable solutions to the demographic pressures and trends on these three high schools and the other four high schools in LRSD
  2. achievable solutions to the demographic pressures and trends on the elementary schools that are partner schools to the three high schools
  3. where to place students in schools in relationship to where families reside
  4. the feasibility of changes to the Windsor Park Collegiate and J.H. Bruns Collegiate catchments
  5. the practicability of changes to where the French Immersion program and the English program are housed

The study suggests that:

  1. the ÉSCS students who are temporarily attending Shamrock School until a second school in Sage Creek opens its doors should move on to J.H. Bruns Collegiate for high school
  2. to accommodate this, J.H. Bruns Collegiate will require an addition and renovations
    • the Board will need to request the Manitoba government approve and fund an addition and renovations to the building
  3. the most achievable solution to our demographic pressures will not only require a change to Windsor Park Collegiate and J.H. Bruns Collegiate catchments but also the transition of students at Collège Béliveau to the Windsor Park Collegiate building and students at Windsor Park Collegiate to the Collège Béliveau building
  4. the existing Windsor Park Collegiate building will potentially require an addition and will need renovations to accommodate the growing enrolment and the requirements of the French Immersion program
  5. the existing Collège Béliveau building will also need renovations to accommodate the requirements of the English program as it is delivered in the Windsor Park Collegiate building
    • before requesting the Manitoba government approve and fund an addition to the Windsor Park Collegiate building, the Board and its SLT will also need to study the French Immersion catchments for Collège Jeanne-Sauvé and Collège Béliveau and review the Windsor Park Collegiate building's capacity

The Board and SLT remain open to other considerations and will continue to meet with staff, students, and families in the schools affected by these changes:

  • Windsor Park Collegiate
  • Shamrock School
  • École Sage Creek School
  • J.H. Bruns Collegiate
  • Collège Béliveau
  • Island Lakes Community School

The Board and SLT will also engage with parent advisory committees.

Moving forward, we will schedule a community town hall (in late May or early June) to present more details regarding the proposed changes to the three high schools. The proposed changes to the high schools would not be implemented before 2024-2025.

We look forward to continuing this journey of understanding and finding achievable solutions to demographic changes with our community.
